A Master Plan was completed for the Whittier Narrows area in 1974 and updated in 1999. Population growth, demand for recreation services, and changing recreation preferences have prompted a series of agency partners, including the Army Corps, Los Angeles County Department of parks and Recreation and Public Works, the cities of Pico Rivera, South El Monte, Montebello, Rosemead and the Watershed Conservation Authority, to seek input for possible improvements to the area. opportunities for improving water quality and enhancing habitat are also being sought.
This Project will result in conceptual proposals for possible improvements at the Area, and will also examine the potential impacts of those proposals. It is not a master plan update, but will provide information to the Army Corps that may be used in a plan update.
Community members are asked to identify their recreation needs and requirements. Project consultants will also seek input through a series of community outreach activities and surveys. Proposed enhancements will be considered on a case-by-case basis as funding is available.
The project sponsors, L.A. County Parks and Recreation and the City of Pico Rivera will consider identified community needs and requirements. The project sponsors will ultimately decide on the implementation and construction of those facilities that meet the requirements of the existing master recreation lease between the U.S. Army Corps of Engineers and it's sponsors. Any enhancements to the property may not impact the U.S. Army Corps of Engineer's ability to operate and maintain the facilities' primary purpose of flood damage reduction.
